The Division is confirmed to have a Day and Night Cycle. The lighting in the game is made such that the time of day effects shadows depending on the location of the sun in the sky. The changes caused by the day and night cycle are rendered through the Snowdrop Game Engine
Little is known currently, but it can be presumed that stealth will play a big role during nighttime.
